When an organization has little experience, there is often no widespread commitment to the performance-based approach or there is limited availability of performance data.  It is, therefore, wise to start the project with a limited, low-risk scope. For example, a limited geographical scope or a limited set of air navigation community is preferred.

When limiting the scope of the initial performance management process, the focus is to establish clear and measurable performance objectives and targets. This involves

  •    Defining the performance areas and their respective performance indicators (ref PMP > Plan (Technical/ Operational Level))
  •    Developing data management system
  •    Engaging respective stakeholders

After a successful initial implementation of a project with a limited scope, “lessons learned” can be used to gradually:               

  •    extend the approach to other performance areas;
  •    use more and better data;
  •    handle better trade-offs;
  •    become more effective in achieving the desired results;
  •    integrate the performance management process into a larger geographical scope (e.g. regional, global); and
  •    undertake subjects which involve more stakeholders.

As the scope increases, consideration should be given to adding resources and adjusting roles and responsibilities of the stakeholders and the project team (ref. Introduction > Key Organizational Elements ).
