Performance Objectives define specific items that are actionable and will lead to better performance for the air navigation community.  They are developed as part of the Planning step of the performance management process and best developed when informed by data analytics.  Performance Objectives  are categorized into Focus Areas which are part of 11 Key Performance Areas (KPA). There are often overlaps between KPAs, such as the improved use of Capacity leads to improved Efficiency.  Similarly, there are also trade-offs, such as when better throughput comes at the expense of flying a longer route around a constraint.

Developing performance objectives is also best performed if data analytics can provide insights into the Causal Factors influencing the performance objective.  Examples of internal factors would include deployment of new technology or improved staffing and training which are under the control of the ANSP.  Examples of external factors would include weather, airport infrastructure, airline schedules and fleet equipage.  This assessment of identifying Internal and External factors that affect your performance objectives is a component of what is often referred to as the SWOT analysis.
