Solutions are often undertaken by the air navigation community to improve Outcome Key Performance Indicators such as delay, flight time or safety indicators. These solutions include items such as training, flight test of new procedures, tracking the number of new procedures implemented or deployed and use of new technology. Implementation of these solutions and performance improvements can be quantified in the performance-based approach and are less influenced by Causal Factors outside the control of the ANSP.
Performance indicators are more closely tied to items with monetary value. Extra capacity for an airport, more predictability reduces airline block time and fuel reserve requirements, reduced flight distance also reduces block time and Airline Direct Operating Cost. In the case of safety indicators, they represent the highest level objectives of the organization such as reduced runway incursions or aircraft accidents. They are, however, more influenced by factors outside the control of an organization as delay may be caused by ANSP actions, Airline Actions, Airport Actions or weather. Data analytics will need careful consideration in linking metrics with complicated causal factors to a performance objective.
The ASBU framework includes a series of solutions that could address some of the causal factors; however other solutions may be required, such as investment in staffing, training, infrastructure or adoption of automation, which are not in the ASBU framework.
