This guidance complements the Manual on Global Performance of the Air Traffic Management System (Doc 9883) and covers all the essential elements to apply a performance-based approach. 

The performance-based approach      is a decision-making method based on three principles:

-      strong focus on desired/required results through adoption of performance objectives and targets;

-      informed decision-making driven by those desired/required results; and

-      reliance on facts and data for decision-making.

A performance-based approach focuses on defining desired outcomes and required performance levels ("what" to achieve), while a performance management process involves the ongoing monitoring, measurement, and improvement of actual performance (managing "how" it's being achieved).

The performance management process presented in this guidance includes four steps:     

  1.       Developing a Plan (hyperlink),
  2.       Putting the plan into action (hyperlink) (Do),
  3.       Reviewing and monitoring the plan through data analysis (hyperlink) (Check/ Monitor) and
  4.       (if required) Making adjustments to the plan (hyperlink) (Act/Improve).

All four steps require regular stakeholder engagement to develop and measure the effectiveness of the plan, supported by data.  The four-step forms a cyclical continuous improvement process that evolves with new capabilities and new challenges and contains a continuous monitoring process.

Note. - ICAO Document 9883 ed.1 provides a six-step performance process that follows the principles in ISO 9001. It differs from the four-step process presented in this section in that it sub-divides the Planning step into four components and makes the decision to Act/Improve part of the next iteration of Planning.

Some ICAO Planning and Implementation Regional Groups (PIRGs) have established data analytics support teams and are in the process of further developing Volume III of the Regional Air Navigation Plan, which reflects a performance-based approach, by defining KPIs and performance objectives to identify operational improvements.
